Business and COR Support Specialist (USCG OPC Shipbuilding)
THOR Solutions is actively seeking a highly motivated Business and Contracting Officer Representative (COR) Support Specialist to support the United States Coast Guard (USCG) Offshore Patrol Cutter (OPC) Resident Inspection Office (RIO) in Mobile, AL.
This position is associated with an upcoming contract that THOR is pursuing. We are conducting preliminary, “contingent” hiring for roles associated with this contract. The work start is dependent upon THOR being awarded this contract.
Typical Responsibilities:
- Assist the Contracting Officer Representative (COR) and Alternate Contracting Officer Representative (ACOR) with conducting cost and/or price analysis.
- Perform cost/price analysis and develop pre/post negotiation memorandum.
- Conduct contract administration duties i.e. prepare contractor discrepancy reports, draft entries for the Contractor Performance Assessment Reporting System, request for equitable adjustments, cure letters, and default packages.
- Support price/cost analysis, contracting procedures, socioeconomic policies as well as be familiar with the Federal Acquisition Regulations, various contract types including best value source selection and low price technically acceptable procedures.
- Develop Independent Government Cost Estimates (IGCE), Requests for Proposal (RFP), Technical Assessment Review (TAR), Market Research, and Engineering Change Proposal (ECP) processes and procedures.
- Process invoices for payment on assigned Task Orders (TO) and assist with administratively closing out TO assuring satisfactory completion and inclusion of final reports and evaluation.
- Develop milestones, reports, and trackers for all COR type actionable items such as ECP, TAR, RFP, and IGCE.
- Create standardized reports, presentation graphs and track the status of COR/ACOR actionable items and process metrics on usage of the workflow capability.
- Review Common Access Card (CAC) applications and in the reviewing of assigned CACs.
Location: Primarily onsite at USCG Shipyard Facility in Mobile, AL.
Travel: Up to 10% travel is anticipated.
Typical Physical Requirements: Mix of desk/computer work in an office environment and periodic visits to waterfront/shipboard environments. May involve repetitive motion, traversing shipboard environments (e.g., confined spaces, ladders, hatches) or vision.
Eligibility for a SECRET Security Clearance is Required: This position requires eligibility for a Secret security clearance, to be obtained after hire. Only U.S. citizens are eligible for a security clearance; therefore, only current U.S. citizens will be considered for this position.
Required Knowledge, Skills, and Abilities:
- Bachelor’s degree in a relevant technical or business field.
- In lieu of a Bachelor's degree, an additional four years of relevant experience may be considered.
- At least four (4) years of relevant professional experience supporting COR in a shipbuilding environment. Knowledge and experience should include:
- Shipbuilding processes, techniques, and procedures.
- Federal Acquisition Regulations (FAR).
- Applying analytical and evaluative methods and techniques to organize, plan, conduct, evaluate and administer contract requirements.
- Economic, statistical, accounting, fact-finding, and financial analysis principles and techniques to analyze historical cost and schedule, analyze reports of auditors, Technical specialists, and contractor, and project cost and schedule performance trends, isolate disruptive factors, and estimate final contract cost.
- DCMA and DCAA standards guidelines and best practices.
- Auditing organizations (such as DCMA and DCAA), programs, and functions and knowledge of the overall acquisition process in order to adapt general guidance and policy and develop specific guidance peculiar to the PRO mission.
- The technical capabilities, functions and responsibilities of other contract administration service organizations sufficient to identify the need for special reports or assistance in evaluating contractor cost and performance data, establishing trends, and estimated final contract cost.
- Ability to produce COR reports, briefs, and presentations.
- Proficient with the Microsoft Office suite including Word, Excel, PowerPoint, SharePoint, and Outlook, as well as other software/tools provided on the Coast Guard Standard Workstation.
- Strong communication and interpersonal skills.
