Senior Technical Librarian

Technical Solutions - Middletown, RI - Full Time

THOR Solutions is actively seeking a Senior Technical Librarian to support an upcoming program at the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) in Middletown, RI. In this role, the candidate will provide traditional and special library information services in support of NUWCDIVNPT and the NAVSEA Warfare Centers. An ideal candidate will have prior technical librarian experience in a U.S. Navy/DoD environment.

Specific responsibilities may include (but are not limited to):

  • Provide traditional and special library information services in support of the NUWCDIVNPT and the NAVSEA Warfare Centers.
  • Provide research and reference services to locate and obtain published and unpublished resources via Government, commercial and free research tools.
  • Deliver recommendations and provide subject matter expertise for subscription tracking associated with databases and journals, usage tracking, and research new potential services as they become available.
  • Provide interlibrary loan (ILL) and on-demand library services including processing requests for source material, researching the best locations to obtain said material, coordinating with requestors to fill requests, tracking requests and checked-out material, shipping materials back to originators on time, filling external requests, and processing returned materials with prior Government review and approval for any related shipping charges.
  • Provide customer service and assistance, including answering phones, emails and walk-in customer inquiries.
  • Compile and deliver usage, collection, and inventory reports and deliver analysis of metrics and related data to evaluate effectiveness of resources.
  • Provide circulation services using available NUWCDIVNPT integrated library system software, repository, or equivalent tool.
  • Update documents and technical manuals, including insertion of changes material when updates to said documents and technical manuals are issued.
  • Provide library technical services including modification and customization of the NUWCDIVNPT integrated library system software, inventory, repository, or equivalent tool for the end-user.
  • Research issues related to research librarianship and information management, including traditional and digital preservation, knowledge management, collection development and management, data management, electronic records management, evaluation of library services, and deliver said research and recommendations to the Government.
  • Track document retention within the Base Inventory Management Tracking system (BITs).
  • Provide collection development services for special classified collections including NATO, Submarine Safety (SUBSAFE), and Critical Nuclear Weapon Design Information (CNWDI).
  • Provide annual inventory services to manage the Classified Archive collection and verify and deliver reports on positive control over the Classified Archive’s inventory.

Security Clearance Requirements: 

  • This position requires a DoD Secret security clearance. A qualified candidate will:
    • Already possess an active or interim Secret (or above) clearance (preferred);
    • OR, be able to qualify for a new Secret clearance upon hire.

Required Education, Skills, Knowledge, and Abilities: 

  • Bachelor’s degree in a relevant discipline from an accredited institution.
    • In lieu of the above, a degree in a different discipline, a lesser degree, or a relevant certification may be considered in combination with additional relevant experience.
  • At least five (5) years of recent, relevant professional project or program management experience leading teams in an engineering or scientific library setting.
    • Experience with specialized information sources including the structure, content, and access protocols of electronic databases to produce selected and annotated bibliographies on specific subjects,
    • Coordinating outreach events to educate users about new and current recourses available,
    • Interpreting, explaining, and applying standards for data collection, management, curation and accessibility,
    • Providing oversight of library staff and coordination of tasking,
    • Knowledge of digital rights laws, regulations, copyright, and licensing;
    • Experience obtained in a U.S. Navy/DoD environment is highly preferred.
  • Archival experience preferred.
  • Strong proficiency with common productivity software including Microsoft Office, SharePoint, Access and Adobe Professional.
  • Experience with Drupal and Islandora preferred.
  • Strong written and verbal communication skills.
