THOR Solutions is actively seeking a
Project Manager to support Navy and Department of Defense (DOD) programs at the Naval Surface Warfare Center Panama City Division (NSWC PCD) in
Panama City, FL. Specifically, the Project Manager will oversee all contractor activities in support of the Landing Craft Air Cushion (LCAC) and Ship to Shore Connector (SSC) Expeditionary Command, Control, Communications, Computers, Navigation (C4N) activities. These activities include the following work areas: Business Operations Support; Engineering Support; Technician Support; Quality Management Program Support; Information Technology Administration Support, and Cybersecurity. The ideal candidate will possess experience in major NAVSEA, NAVAIR, or DOD equivalent programs. This position will fulfill overall contract management duties, including overseeing personnel & tasking, maintaining customer relationships, managing products & deliverables, and providing financial data tracking.
Typical Responsibilities:- Lead overall program execution for one or more programs, while ensuring completion of tasking and contractual requirements as efficiently and effectively as possible.
- Develop and adhere to delivery schedules and Plans of Action and Milestones (POA&Ms) to ensure customer deliverables and reporting requirements are met and to delegate/coordinate work within the project. Monitor progress and performance against these plans.
- Manage and coordinate direct and indirect employees supporting contract execution and THOR corporate activities.
- Evaluate and approve decisions that substantially impact the scope, budget, or schedule of the program.
- Regularly review status of the program and customer deliverables with internal and external stakeholders.
- Track program financial data, manage program invoicing and funding, and generate reports.
- Continually interface with Government customers on a working level to ensure quality and expectations are met, and proper procedures are followed per the customer’s instructions.
Location: Full time onsite, split between the Naval Surface Warfare Center Panama City Division (NSWC PCD) and THOR office, both in Panama City, FL. Some local telework flex may be permitted.
Travel: Up to 10% travel is anticipated, including visits to other THOR office locations such as Virginia Beach, VA and Arlington, VA.
US Citizenship Required: Due to the requirements of the federal contract that this position supports,
U.S. citizenship is required. Citizenship will be confirmed via I-9/E-Verify at the start of employment.
Existing Security Clearance Required: This position requires an
existing DoD Secret security clearance. A qualified candidate must already possess an
active or interim Secret security clearance.
Typical Physical Activity: Primarily desk/computer work in an office environment. May involve repetitive motion. Some direct-report personnel work in warehouse or waterfront locations, or aboard LCAC vehicles. Supervisory functions will require visiting and traversing these locations.
Required Knowledge, Skills, and Abilities: - ONE of the following:
- A certified Project Management Professional (PMP) PLUS at least five (5) years of progressively responsible project management experience on major Navy, NAVSEA, NAVAIR, or other DOD projects or systems similar to the LCAC C4N.
- At least ten (10) years of progressively responsible project management experience on major Navy, NAVSEA, NAVAIR, or other DOD projects or systems similar to the LCAC C4N.
- Overall experience should include:
- Managing and directing diverse task teams in a dynamic environment similar to the technical complexities of the Expeditionary Warfare C4N systems.
- Developing project schedules, performing resource planning, and monitoring and tracking tasks, and expenditures against baseline budgets.
- Managing and growing all aspects of a business unit successfully, including customers, people, programs, financials, and new business.
- Proficient with common productivity software including the Microsoft Office suite to include Microsoft Project.
- Excellent communication skills.
- Experience interacting with Government customers and contractor/subcontractor peers to maintain smooth operation of programs/contracts.
Additional Preferred Knowledge, Skills, and Abilities:- Bachelor’s degree in a relevant technical or business discipline.
- 30-Hour OSHA Outreach for General Industry certificate.
